In order for you to utilize the
court system to enforce a money judgment, you must
first become the owner of it. Fortunately, in most states
you're not required to pay the full amount of a judgment in
order to purchase it.
For example, you can buy a
judgment for as little as $5.00, to obtain the rights to
collect it. Once the judgment holder accepts your offer, he
then files a notice of assignment
with the court.
Once the assignment is recorded,
you have the same rights as the original judgment holder.
This means that you can use garnishments to enforce the
judgment.
